AM countryside City Hall signs million-dollar contract with newly-created company

MANAUS (AM) – A R$ 6.3 million contract was signed between the Manaquiri City Hall and XT Atendimentos Médicos e Hospitalares Ltda., in July of this year. The company, created in February 2020, was chosen by means of presencial trading (No. 023/2021) and the bidding process published in the Official Journal of the city provides that servers are hired to perform shifts in medical care, examinations and consultations of various specialties. The process generated suspicion for the choice of a company with such a limited track record, registered a little over a year ago.

The bidding process was specified for the hiring of a legal entity specialized in providing services of supply, management, and operationalization of health professionals, who will have the activities administered by the Municipal Health Department (Semsa) of Manaquiri. In the homologation of the bidding result, according to the Dispatch Extract, the choice of the company was based on the lowest price system presented.

The contract, worth R$ 6,320,600.00, will be valid for 12 months. In the National Register of Legal Entities (CNPJ), XT Atendimentos Médicos e Hospitalares Ltda., registered under no. 36.441.159/0001-99, is headquartered in Manaus and was registered with the main activity of health management support. The company has a capital stock estimated in R$ 600 thousand. Even with a short time in the market, the municipal secretary of Health of Manaquiri, Maria Souto, said that the XT Atendimentos Médicos was chosen in another bidding process, in the previous administration.

The health servers should be hired on a shift regime of urgency and emergency, with a duration of 12 hours, varying between R$ 440.00 to R$ 2,490.00, and will be placed in the hospital of the city of Manaquiri, with the possibility of displacement to one of the Extended Basic Health Units of the city. In total, 4,540 professionals are expected to be hired to meet the demand of about 33 thousand inhabitants of Manaquiri.

Some of the specialties described are nurses, speech therapists, physical therapists, and psychologists. These last two, have a forecast of hiring 240 professionals. Another part of the contract also defines off-duty consultations, fixed at R$140.00 for all the specialties, which are diverse, from odontology to gynecology.

Reoccurrence

This is not the first time that Jair Souto (MDB-AM) is the target of suspicion. The mayor has already dispensed with several bids for high-value contracts and had to answer for complaints to the Court of Amazonas State Accounts (TCE-AM), as, for example, on hiring a law firm for R$ 222 thousand. In July this year, Jair Souto renewed a contract worth R$ 5 million to perform the paving of five neighborhoods in the city, and dispense bidding in the amount of R$ 765 thousand to buy wood.

Another case involving the mayor occurred in 2018, when the Federal Public Prosecutor’s Office (MPF) received a complaint that Souto had participated in a possible criminal scheme of bidding processes, where the owners of the companies that won the bids would have donated funds to the mayor’s election campaign in 2016.

Response

Maria Souto, Municipal Health Secretary, said that the process had no irregularities and was done according to the rules of the TCE-AM. According to the head of the office that will manage the service, the health servers described in the bid should be hired according to population demand, which meets specialties beyond the Basic Care.

“The way we have to hire servers is through an outsourced company. In the past administration the XT [company] was hired. We will only call for services according to the need, according to the demand, which is not little, because of the pandemic. If I do a hiring by CPF then yes, it would be irregular. The only form that we have of selective process is the medium level”, she said.
