Among capitals, Manaus ranks 23rd in health and education development

MANAUS (AM) – Manaus ranks 23rd among the 27 capitals of the Federation Units (UF) with scores considered moderate in relation to development in health and education, according to the 2025 Firjan Municipal Development Index (IFDM), released earlier this month. Among the 5,550 cities in Brazil, Manaus ranks 2,072nd in the same index.
The survey is based on studies composed of indicators of employment and income, health, and education, with scores ranging from 0 to 1 point, considering that 1 is closer to socioeconomic development. It is through this scoring system that Brazilian municipalities are evaluated both generally and specifically in each of the indicators.
According to the performance index of Brazilian capitals, the IFDM indicates that Manaus recorded, in 2023, a score of 0.5658 in relation to the municipality’s education. In terms of health, the capital of Amazonas recorded 0.5547. The score is considered moderate.

According to the Brazilian Institute of Geography and Statistics (IBGE), Manaus is among the ten cities with the highest revenues in the country. Recently, the Manaus City Council (CMM) approved, for the 2025 fiscal year, a budget of more than R$ 10.5 billion to be applied in priority areas. The amount represents an increase of 16.6% compared to the 2024 budget (R$ 9 billion).
Other Problems
The reality on the streets in Manaus neighborhoods reflects the abandonment in the city’s districts, as reported in “In Manaus, Seminf Moves R$ 1 Billion in 12 Months, and Work Districts Are Abandoned”, by Cenarium.
The amount is available on the Transparency Portal and the situation of the districts was verified by the CENARIUM reporting team. Seminf is headed by Vice Mayor Renato Júnior, from the same party as the Mayor of Manaus, David Almeida (Avante).
In the Cidade de Deus neighborhood, in the North Zone of Manaus, machinery is covered by vegetation and rusted, indicating that it has been stationary at the site for at least a year. The period of abandonment was confirmed by residents.

Another Work District, with compromised infrastructure, is located in the Mutirão neighborhood, in the North Zone of the capital of Amazonas. On site, the report found debris, as well as a masonry structure and another made of wood, similar to warehouses, but without doors. A sign with the notice “Men at Work”, from Seminf, is also present in the area.

In the Cidade Nova neighborhood, also in the North Zone, another Work District does not have visible identification to inform the public that the location is a unit of Seminf or the Manaus City Hall. Unlike other districts, the large site has paintwork that reflects the visual identity colors of the current municipal administration.
Drone images recorded by CENARIUM over the site confirmed that the district’s headquarters identification is painted on the roof of one of the structures. At the site, it is also possible to see concrete pipes, as well as some machinery and workers.
