BELÉM (PA) – President Luiz Inácio Lula da Silva (PT) is set to arrive in Belém on Friday, 14, to monitor the progress of construction works for the 30th United Nations Climate Change Conference (COP30), which will be hosted in the Pará state capital this November. Beforehand, Lula will make an official visit to Macapá (AP).
Alongside the Minister of Cities, Jader Filho, the president is expected to attend the handover ceremony of the Viver Outeiro residential complex, a development under the Minha Casa, Minha Vida (My House, My Life) programme. A total of 1,008 housing units will be delivered to low-income families. The apartments, measuring 52.26 m², are part of a complex comprising 63 blocks.

“It will be handed over to the people of Outeiro on the 14th, with the presence of President Lula. Finally, those who will live there will receive a project that had been stalled for a long time. When we arrived at the Ministry of Cities, this project was paralysed, but we resumed it and will deliver it with a grand celebration,” stated Jader Filho in an interview.
COP30 Construction Works
In addition to the housing project handover, Lula is expected to visit construction works related to COP30. Around 30 interventions are currently underway in the city, covering urban mobility, sanitation, urban development, tourism, and connectivity. Among these are the revitalisation of the Tucunduba, Una, and Tamandaré basins, as well as the renovation of Visconde de Souza Franco and Almirante Tamandaré avenues.
The Ver-o-Peso Market complex, one of Belém’s most iconic landmarks, is also undergoing refurbishment. The Pará state government has been modernising the local sanitation system, marking its first major sanitary intervention in nearly four centuries.

The Secretariat of Social Communication (Secom) confirmed to CENARIUM that Lula’s visit is scheduled. “We are awaiting final confirmations before issuing the official notice and accreditation details,” the department stated.
A detailed agenda outlining the specific sites the president will visit has yet to be released. However, it is expected that, in addition to the inspections, Lula will take part in meetings with local authorities to discuss the next steps in preparing Belém to host COP30.
