Company under investigation maintains R$123 million contract at COP30

MANAUS (AM) – A company linked to Andrea Dantas, wife of federal deputy Antônio “Doido” Leocádio dos Santos (MDB-PA), maintains an active R$123 million contract with the Government of Pará, even while under investigation by the Attorney General’s Office (PGR) for suspected corruption in the bidding process for the 2025 United Nations Climate Change Conference (COP30). The information was published by the Metrópoles portal this Monday, the 11th.
The agreement, signed in August 2023, involves adaptation works on the Bengui, Nova Marambaia, and Rua das Rosas channels in Belém, as part of the urban interventions in preparation for the event to be hosted in the capital of Pará in November this year.

According to the PGR, Antônio Doido, Andrea Dantas, Military Police lieutenant colonel of the State of Pará (PM-PA) Francisco Galhardo, and the Secretary of Public Works of Pará, Ruy Cabral, are under investigation for suspected participation in a criminal organization linked to bidding fraud and embezzlement of public funds. Conversations found on the cell phone of the officer, arrested in October 2024, indicate that the group acted together to secure multimillion-dollar contracts related to COP30.

The R$123 million contract, funded with resources from the National Bank for Economic and Social Development (BNDES), is underway and foresees the recovery and adaptation of the channels located in the Mangueirão neighborhood, an area with a history of recurrent flooding. According to the Transparency Portal of the Government of Pará, about 87% of the works have already been completed.
The investigation began after PM Galhardo was arrested with R$5 million in cash during a Federal Police (PF) operation in Belém in October 2024. Analysis of the officer’s phone revealed messages indicating a corruption scheme involving COP30-related bids, including direct contacts with Secretary Ruy Cabral.

In February 2025, the PGR formally requested the opening of an inquiry with the Supreme Federal Court (STF), under the rapporteurship of Justice Flávio Dino. In the document, the Prosecutor’s Office points to evidence of a criminal organization formed by public agents and private individuals, with suspected crimes such as active and passive corruption and embezzlement of public funds. The case is under seal, but documents obtained by the press confirm the allegations.
In a note sent to Metrópoles, which had access to the confidential case documents, the State Government of Pará stated that the bidding processes involving the companies J.A Construcons and JAC Engenharia, both linked to deputy Antônio Doido, were conducted in accordance with current legislation and respecting all legal procedures.
The state administration emphasized that the bidding process under investigation was canceled in January 2025 for duly justified “technical reasons,” that it was not officially informed of any related investigations, and guaranteed that, if notified, it will activate its internal mechanisms to fully cooperate with the authorities.
The Government of Pará also stressed that it maintains strict internal controls to ensure legality and ethics in administrative and bidding processes, reinforcing that all actions are carried out in observance of the principles of morality, publicity, and efficiency. Regarding the companies under investigation, the state administration stated that it will continue to closely monitor the progress of the inquiries and will take appropriate measures to ensure the proper application of public funds and the complete integrity of the works linked to COP30.
