Covid-19: municipality of Careiro extends operating ban on nightclubs

The measure aims to ensure the containment of Covid-19 cases (Promotion)

MANAUS – The City of Careiro (123 kilometers from Manaus) extended, on Friday, 12, for a period of 30 days, the decree prohibiting the operation of nightclubs, concert halls and similar establishments in the city. According to the publication in the Official Journal of Municipalities (DOM) of the Amazon, the measure aims to ensure the containment of cases of Covid-19.

The decree comes after the alert issued last Tuesday, 9, by the Foundation for Health Surveillance – Dr. Rosemary Costa Pinto (FVS-RCP), pointing to an increase of 38% in the number of cases of the new coronavirus in the last 14 days in municipalities within the Amazon, especially to São Gabriel da Cachoeira and Jutaí, which are at the top of the list.

The ordinance that extends the suspension of the establishments’ activities, however, does not mention the FVS alert. Nevertheless, the document, signed by the mayor of Careiro Nathan Macena de Souza (Republicans) and proposed by the Municipal Committee for Combating and Confronting the Covid-19, seeks to reduce the number of hospitalizations in the public and private health network, in addition to cases of the disease, at the state level. According to FVS data, updated on the 12th, Amazonas has 60 patients hospitalized with Covid-19, in the capital, and 7 more patients hospitalized in the countryside.

With the extension, it is forbidden for the same period, also, the operation of public spaces in general for visits, meetings, and outings, without prior authorization from the Municipal Administration and Planning Secretary and the Municipal Health Surveillance Coordinator. The enforcement and inspection of actions to ensure compliance with the measures will be done by the Military Police, the Civil Police, and the Municipal Sanitary Surveillance, in conjunction with the Municipal Guards.

In case of non-compliance with the decree, the text establishes that the agencies of the State Public Safety System and those responsible for the inspection of public services are authorized to apply sanctions provided by law. In addition, the offender may be liable for the crime provided in Article 268 of the Penal Code, which provides for detention from one month to one year, in addition to a fine.

The decree, however, extends the daily operation of bathhouses, water parks, recreational clubs and the like, from 7am to 6pm, provided that the limit of up to 75% of the establishment’s capacity is respected.

Religious temples, churches, masonic stores and similar establishments can still operate from Monday to Sunday, with two hours of services per day and respecting the internal occupation of 75% of their capacity.

For gyms and similar establishments, operation is authorized with attention to due sanitary care, in the hours from 6am to 10pm, Monday through Saturday, with occupancy capacity restricted to 75% of the establishment.

Careiro

With an estimated population of 38 thousand people, according to data from the Brazilian Institute of Geography and Statistics (IBGE), Careiro is a municipality in the Metropolitan Region of Manaus. Data from the FVS-RCP on Friday, 12, show that the city has a total of 4,522 confirmed cases of Covid-19, with 87 deaths from the disease and a lethality rate of 1.92%.

Among the Amazonas municipalities, Careiro ranks 17th in number of Covid-19 cases, according to the FVS-RCP. The top five are Itacoatiara (10,765 cases), Parintins (10,077), Tefé (9,883), Manacapuru (9,614), and Coari (9,560). In total, the state has 428,538 cases of the disease, being 204,945 in Manaus (47.82%) and 223,593 in the interior (52.18%).

The number of victims in Manaus, until Friday, 12, was 9,486 confirmed deaths due to the new coronavirus. In the interior of Amazonas, there are 61 municipalities with confirmed deaths so far, totaling 4,295 cases.
