Exclusive: Man planned terrorist acts against Trump, governor of Amazonas and other authorities

MANAUS (AM) – CENARIUM gained exclusive access this Wednesday, the 9th, to the spreadsheet containing the planning of terrorist acts devised by former employee of the State University of Amazonas (UEA), André Elias Almeida Soares, against at least ten targets, including the President of the United States (USA), Donald Trump, the Governor of Amazonas, Wilson Lima (União Brasil), as well as members of the Judiciary and police officers.
Investigated by the Civil Police of Amazonas (PC-AM), the 39-year-old man also planned hostile actions against the Consular Agency of the United States (USA), in Manaus (AM). André Elias was arrested at 5am on Wednesday, the 9th, at his residence, a floating house located in the Tarumã district, in the West Zone of the capital of Amazonas.

Police agents also carried out a search and seizure warrant at the suspect’s address. The judicial measures were authorised on Tuesday, the 8th, by Alcides Filho, duty judge of the Criminal Duty Centre of the Court of Justice of Amazonas (TJAM), based on the Law on Racism in the religious context.
André Elias’s “schedule spreadsheet”, accessed by the report, indicates that the UEA employee, retired due to disability, planned the actions against Wilson Lima, which were scheduled for 7 April and 25 April 2025. The spreadsheet features a column specifying the status of each target. In the case of the Governor of Amazonas, it was classified as “suffering”.

In addition to the file containing the planning of the actions, André Elias also included folders of explicit violent content in cloud storage, on 22 February 2025, linked to Wilson Lima, the former First Lady of the State Taiana Bezerra, and their four-year-old daughter. The suspect’s files contained edited images and videos.
In one of the materials, André Elias performs a voice-over of an interview with the governor, in which he utters insults and threats against the head of the Executive and the State, referring to attacks of a religious and political nature. “Why did you leave hell and come here? Go back to hell, you wretch […] And he will murder you in the end (sic),” says an excerpt from the voice-over.
Acts against public buildings
The planning file for violent actions against religious figures also includes the date on which André Elias invaded the Beth Yaacov Rebi Meyr Synagogue, located on Leonardo Malcher street, in the city centre of Manaus. On that day, 30 March, the suspect left a paper at the location with Nazi symbols. PC-AM classifies the digital documents prepared by the suspect as evidence of “intentional and premeditated planning of criminal actions”.
In addition to the US consulate and the governor, the suspect planned actions against two buildings of the State University of Amazonas (UEA): the Higher School of Arts and Tourism (Esat), located on Avenida Leonardo Malcher, in the Praça 14 de Janeiro district, in the South Zone of Manaus. The “daily schedule” of the planning of hostile actions also mentions the headquarters of the UEA rectorate, located on Avenida Djalma Batista, Torres district, respectively.
According to the file obtained by CENARIUM, entitled “The Heart of hatred – My Goddamn dearly beloved diary”, the suspect created the document organised in columns listing possible targets, such as:
- Two police officers;
- Two court members;
- United States Consulate;
- UEA buildings (Esat and rectorate), including current rector André Luiz Nunes Zogahib;
- Building of the Institute of Computing at the Federal University of Amazonas (Ufam).
Explosive materials
According to another file attributed to the suspect, he purchased items such as: “catolé” bomb, slingshot, and a lighter. The purchases were made on Tuesday, the 7th, according to the document. André Elias also searched in an Artificial Intelligence (AI) tool for terms such as “where to buy firefighter overalls”, “military overalls” and “explosion in Premiere”.
Terrorist act
According to experts, terrorism is the indiscriminate use of violence against human beings or property (public or private) with the aim of causing panic among the population, creating disorder and weakening governments, States or institutions. Brazilian legislation classifies such acts as crimes, through Law 13.260/2016.
“[…] the practice by one or more individuals of the acts set out in this article, for reasons of xenophobia, discrimination or prejudice based on race, colour, ethnicity and religion, when committed with the intention of provoking social or generalised terror, endangering persons, property, public peace or public safety,” states an excerpt of the law.
