Sale of the Amazonas refinery becomes the topic of debate at a public hearing in the Senate

Researchers from Ineep point out that the refinery was valued at a minimum of R$1.463 billion, approximately 30% higher than the amount negotiated.

MANAUS – The Commission of Economic Affairs (CAE) will promote, on Wednesday morning, 23, an interactive public hearing to discuss the sale of Petrobras’ Isaac Sabbá Refinery (Remam) of fuels, located in the State of Amazonas.

The meeting, which starts at 9am, will be semi-attendance and the participation of the researcher from the Institute for Strategic Studies of Petroleum, Natural Gas and Biofuels (Ineep), Carla Ferreira; and the coordinator of the Union of Petroleum Workers of Amazonas (Sindipetro-AM), Marcus Ribeiro, is confirmed. Also confirmed are the general coordinator of the Oil Workers’ Federation (FUP), Deyvid Bacelar; and the analyst from the Department of Statistics and Socioeconomic Studies (Dieese), Cloviomar Cararine.

The debate was requested by Senator Plínio Valério (PSDB-AM). He recalls that the contract to negotiate the Isaac Sabbá Refinery (Reman) and its logistical assets was signed in August 2021 for R$ 994 million. The sale was to the Atem group. “This is an extremely relevant issue not only for the Amazon economy, but for examining the entire Petrobras divestment policy,” justified the senator.

The president of CAE is Senator Otto Alencar (PSD-BA).

Research

After the transaction, four Ineep researchers – Eduardo Costa Pinto, Henrique Jager, Rafael da Costa, and Rodrigo Leão – pointed out that the refinery was valued at a minimum of R$1.463 billion, approximately 30% more than what was negotiated.

In May of this year, three unions from the transport and oil sectors filed a public civil action in the Federal Court of Amazonas to stop the sale of the refinery. The representatives requested the elaboration of a study on the socio-economic impact for the Amazonian economy, in addition to the holding of a public hearing to debate the issue with the state’s population.

In June, Judge Diego Leonardo Andrade de Oliveira, from the 9th Federal Court of Amazonas, determined that the case should be sent to the Federal Court of Rio de Janeiro. Finally, on September 14th, judge Júlio Abranches Mansur, from the 14th Federal Court of Rio de Janeiro, denied the unions’ request to suspend the process of selling the refinery.

The event will be interactive: citizens can send questions and comments by phone to the Senate Ombudsman (0800 061 2211) or through the e-Citizenship Portal, which can be read and answered by senators and debaters live. The Senate offers a declaration of participation, which can be used as complementary activity time in a university course, for example. The e-Citizenship Portal also receives citizens’ opinions on bills in progress in the Senate, as well as suggestions for new laws.
