Seven municipalities in the Amazon may resume 159 unfinished health projects

BRASÍLIA (DF) – Municipalities in seven states of the Legal Amazon have been authorized to resume 159 unfinished projects as part of the package of 478 projects approved by the Ministry of Health last Monday, 27th. Of this total, 82 projects will be renegotiated, and 77 have been given the green light to be reactivated and regularized.
According to the Ministry of Health, nationwide, of the 478 projects to be resumed, 282 will proceed through renegotiation with federal entities, while 196 will be reactivated. This package totals R$ 289 million. The measure is part of the Health Projects Resumption Program, provided for in the National Pact for the Resumption of Works Law (Law No. 14.719), sanctioned in November 2023 by President Luiz Inácio Lula da Silva (PT).
Ordinance GM/MS No. 3.084, published in the Official Gazette on the 12th, establishes the rules for renegotiation between the Ministry of Health and municipalities, defining the terms “renegotiation” and “reactivation.”

Reactivation regularizes the status of construction works or engineering services that are already in operation but lack registration in the Work Monitoring System (Sismob). In other words, it applies to projects or engineering services with expired execution deadlines that have already been completed, with or without their own resources, and are operating in accordance with their originally agreed purpose.
Renegotiation, as defined by the ordinance, involves “the formal commitment between the federal entity and the Ministry of Health to resume the physical execution of halted or unfinished construction projects and engineering services.”
Pará holds the largest volume
Among the seven Amazonian states, Pará has the highest number of projects covered by the Ministry of Health, with 27 to be reactivated and regularized and 39 to be renegotiated.
Of the 39 renegotiated projects, 28 are Basic Health Units (UBSs), six are health academies, three are Emergency Care Units (UPAs), one is a Fluvial UBS, and one is a Specialized Rehabilitation Center. The municipality of Alenquer received the highest number of authorizations, seven in total, including five UBSs, one Fluvial UBS, and one UPA. Next are the municipalities of Curralinho (5 projects), Ponta das Pedras, and Santarém, each with four projects to be resumed.
The state of Maranhão ranks second in the number of authorizations, with 21 projects renegotiated and 13 reactivated. The 21 renegotiated projects span 12 municipalities, including 17 UBSs, one health academy, one UPA, and one Psychosocial Care Center (CAPS).
Amazonas and Mato Grosso each had 17 projects included in the resumption plan. In Amazonas, eight projects were renegotiated and nine reactivated across six municipalities, whereas in Mato Grosso, the opposite occurred, with eight projects solely in the capital, Cuiabá, and one in Poconé.
In Amazonas, of the eight projects to be resumed, three UBSs will be in the municipality of Manicoré. The other municipalities receiving authorizations include Alvarães, Boca do Acre, Coari, Envira, and Itacoatiara.
In Amapá, there will be nine projects, with four renegotiated across three municipalities, including the construction of health academies and one UBS. The state will also have five reactivated projects.
In Tocantins, there will be a total of seven projects, with one renegotiated for resumption and six reactivated for regularization. The state of Rondônia received authorization to reactivate nine projects, with none requiring renegotiation.
Reactivated projects for regularization
Among the 77 reactivated projects for regularization, 27 are located in 14 municipalities. Bragança received the highest number, with seven health academies, followed by Salvaterra and Tucuruí, each with four UBSs, while Castanhal was awarded two UBSs.
In Amazonas, the nine reactivated projects are all UBSs, including five new constructions, three renovations, and one expansion. Manicoré and Coari received the highest number of authorizations, with two UBS projects each.
Of the 13 projects authorized in 11 municipalities of Maranhão, 11 are UBSs (six new constructions, four expansions, and one renovation), along with two health academies. Mato Grosso will reactivate eight projects, including six UBSs, one UPA, and one health academy. Two UBSs will be expanded, and one will be renovated.
In Rondônia, all nine reactivated projects are UBSs, including seven new constructions, one expansion, and one renovation. Porto Velho accounts for six UBS regularizations in the city. In Tocantins, of the six projects, five are UBSs, and one is a CAPS.
Government reaches 60% of unfinished projects
This is the second package of project resumptions announced by the Ministry of Health. According to the ministry, when combined with the first package, a total of 1,478 projects have been reactivated and renegotiated under the Health Projects Resumption Program, covering 60% of the entities that submitted documentation to participate in the program.
“The federal government identified a total of 5,573 halted or unfinished health projects. In January 2024, the Ministry of Health launched the Health Projects Resumption Program. States and municipalities were consulted, and 3,594 projects expressed interest in participating. A total of 2,504 projects submitted the required documentation to the Ministry for resumption”, the ministry reported.
