MANAUS (AM) – The only vote in favor of the Amazonas Tax Reform regulation, approved without safeguards for the Manaus Free Trade Zone (ZFM), federal lawmaker Silas Câmara (Republicans) claimed on Thursday, 11, that he voted for approval because the legislative process is still at the beginning and that the legislation approved on Wednesday, 10, can still be perfected in the Senate and also in the House of Representatives.
“This means that the legislative process began in the Federal House, will be perfected in the Senate and will be voted on again in the Federal House. I can assure you that there will be no damage to the Manaus Free Trade Zone”, he said in a video published on his social networks.
Silas recalled that Senator Eduardo Braga (MDB) was chosen as the rapporteur for the regulation, which, in his assessment, will make it easier for Amazonas to build a text favorable to the Manaus Free Trade Zone (ZFM), the main engine of the state’s economy.
On Wednesday night, 10, despite appeals to withdraw the Complementary Bill (PLP 68/2024), which will put the Tax Reform into practice, the Amazonas bench was defeated and the regulation was approved in the House of Representatives by 336 votes to 142 against. The majority of lawmakers from Amazonas voted against.
The regulation was approved without the inclusion of suggestions that will guarantee the competitiveness of the Manaus Free Trade Zone (ZFM). Of the eight federal lawmakers from Amazonas, only Silas Câmara voted in favor.
According to federal lawmaker Saullo Vianna (União Brasil), of the proposals made during the negotiations for the approval of the regulation, the caucus was partially satisfied with the presumed credit for industry and the funds for the maintenance of the Amazonas State University (UEA) and the Fund for the Promotion of Tourism, Infrastructure, Services and the Internalization of Development in the State of Amazonas (FTI).
“Because of this, our caucus has decided to vote against the merits of the text of the Tax Reform regulation”, he said.
Federal lawmaker Pauderney Avelino (UB) asked for the supplementary legislation to be removed from the agenda and claimed that in the case of the Tax Reform, a special committee should be created, since the matter has already passed through nine committees.
“This bill goes against the House’s rules of procedure because, according to parliamentary rules, when a bill passes through more than four committees, it is obligatory to create a special committee and this bill has already passed through nine. Another point I highlighted was the fact that we parliamentarians didn’t have enough time to evaluate all the points presented in this bill, which will make hundreds of changes to the tax sector”, he protested.
Among the points that were left out are the rate of the Tax on Industrialized Products (IPI) created by the PEC exclusively for ZFM and the presumed credit that will be used by local commerce.
