Six deputies from the Amazon present bills to combat adultification

MANAUS (AM) – Six federal deputies from states in the Legal Amazon presented, between August 11 and 12, Bills (PLs) aimed at combating the exploitation and adultification of children and adolescents on social media. The mobilization was motivated by a denunciation video from influencer Felipe Bressanim, known as Felca, published on Wednesday, 6, in which he warns about the growth of pedophilic and sexualized content involving minors on digital platforms.

The parliamentarians who presented the bills are: Filipe Martins (PL-TO), Airton Faleiro (PT-PA), Andreia Siqueira (MDB-PA), Cleber Verde (MDB-MA), Duarte Jr. (PSB-MA) and deputy Colonel Fernanda (PL-MT). The proposals add to dozens of other bills presented for discussion by parliamentarians from various states. The President of the House, Hugo Motta (Republicans-PB), stated that he will address the matter urgently.

With two bills presented on the subject, deputy Filipe Martins (PL-TO) proposes that digital platforms have legal obligations in the prevention and suppression of the adultification and sexualized exploitation of children and adolescents. The text establishes duties, oversight mechanisms, and penalties for technology companies.

Bill 3884/2025, also authored by the deputy, seeks to criminalize the digital exploitation of minors by adults, including parents and legal guardians. The proposal also amends the Statute of the Child and Adolescent (ECA), providing for protective and administrative measures.

Deputy Airton Faleiro (PT-PA) presented Bill 3877/2025, which seeks to prevent child adultification by establishing guidelines for advertising, media content, school environments, and events aimed at children, reinforcing the protection of childhood in various contexts.

This project seeks to fill this gap by establishing objective prohibitions, prevention guidelines, awareness campaigns, and sanctions for those who fail to comply with the standard, ensuring that our children and adolescents have their right to healthy development, free from pressures and patterns incompatible with their age, said the parliamentarian in justifying the proposal.

Deputy Andreia Siqueira (MDB-PA) proposed a bill that criminalizes the provision of links or digital resources that lead to child pornography content or groups dedicated to its dissemination, with the aim of combating the grooming and circulation of this illegal material online.

With this project, the aim is to equate the act of providing or maintaining such links with the very dissemination of criminal material, punishing the intermediary in the same way as the direct distributor, justified the parliamentarian. On Tuesday, 12, she requested that the Board of the Chamber evaluate the urgency of the proposal.

Other bills

Deputy Cleber Verde (MDB-MA), in turn, presented Bill 3856/2025, which recognizes early adultification as a form of psychological violence and proposes measures to prevent the sexualization of children and adolescents on digital platforms and other media.

Deputy Duarte Jr. (PSB-MA) brought a broader proposal: the creation of the National Policy for Awareness and Combating Child Adultification, with educational actions, public campaigns, and coordination between government bodies to address the problem in a structured and continuous way.

Finally, deputy Colonel Fernanda (PL-MT) presented Bill 3878/2025, which criminalizes child adultification in the virtual environment, providing penalties for the sexualized exposure of children on the internet, even in the absence of explicit nudity.

Reaction

The proposals announced by the parliamentarians are a reaction to a video by YouTuber Felca, which reignited the debate on the exposure of children and adolescents on the internet. In the nearly 50-minute recording, the comedian denounces cases of exploitation and child adultification in digital content, citing names such as Paraíba influencer Hytalo Santos, the channel Bel para Meninas, and the profile of the mother of minor Caroline Dreher.

The content creator claims that children have been exposed to embarrassing situations and even to the alleged sale of intimate content by minors, as in the case of Caroline Dreher. The video presents excerpts from the posts of those cited to support the accusations.

The repercussion led to the suspension of some profiles and the opening of investigations. Felca also said he had filed police reports and lawsuits against more than 200 accounts for defamation, proposing that any defendants make donations to child protection entities.
