In AM, mayor of Parintins becomes target of the Public Ministry for administrative improbity

MANAUS – The Amazonas Public Ministry (MPAM) will investigate the involvement of the mayor of Parintins (369 kilometres from Manaus), Frank Bi Garcia, and public officials in acts of administrative misconduct, as published in the Official Journal of the institution. The determination came from the Promotor of Justice Marcelo Bitarães de Souza Barros, the District Attorney of the city.

The magistrate determined the conversion of news of fact in preparatory procedure that, according to the Federal Public Ministry (MPF), is established to investigate reports of irregularities when the facts or authorship are not clear or when it is not clear that the task of investigation is the Public Ministry. Procedure No. 165.2022.000087 may become a civil enquiry.

The document cites, explicitly, that the news of fact already checks acts of administrative misconduct by “public officials and the mayor of Parintins”. The report tries to contact the mayor’s office, but has not yet returned. Any official position will be updated in the matter.

Without giving details about the process, MPAM lists that constitute act of administrative misconduct actions that cause “injury” to the treasury to “allow to use, in private work or service, vehicles, machinery, equipment or material of any kind, owned or available to any of the entities mentioned in Article 1 of this law [state agencies], as well as the work of public servants, employees or third parties hired by these entities”, details the ordinance.

Other actions determined by the prosecutor were: communicate the Superior Council of the MP about the instauration procedure; designate the server Sipriano Coelho, stationed in the Prosecutor’s Office of Parintins, to lead the work; affix the ordinance on the notice wall of the Forum of Justice of Parintins; and publish the extract of the ordinance in the Official Journal of the Public Ministry.
