Manaus City Council votes to recall Mayor David Almeida to explain intelligence report

Nineteen councilmen voted for the explanations of the mayor of Manaus and 14 voted against (Release)

MANAUS – The city councilors of Manaus voted to convene on Monday, 31, the mayor of Manaus, David Almeida (Avante), to explain the intelligence report, released by the national press, which points out an alleged alliance of David and the deputy mayor Marcos Rotta with a criminal organization that operates in the Amazon.

The request No. 19.844/2022, authored by Councilman Rodrigo Guedes (Republicans), was criticized by members of the governing base. Even with resistance, 19 councilmen voted for the explanations and 14 against.

On October 22, the Metrópoles website published an intelligence report prepared by the Executive Deputy Secretary of Intelligence, of the Amazonas State Department of Public Safety, obtained exclusively. The document, 63 pages long, suggests that the campaign of the politician, in 2020, has allocated about R$ 70 thousand to members of the faction in exchange for support. The document is the result of detailed analysis made in cell phones of members of the criminal organization in Rio de Janeiro.

Councilmen

Author of the proposal, Councilman Rodrigo Guedes argued that the mayor should give explanations, since the document leaked in the national press. The parliamentarian was based on the report and required the Manaus City Hall to provide detailed information and clarification on the leaked report that points to an alleged alliance with the criminal faction.

“I listened very carefully to all the councilors, and I speak in an extremely respectful way, and I agree with several points, both from people who spoke against, and those who spoke in favor. I want, here, to bring, allow me, please, to do this, some speeches of the councilman Raiff Matos, Captain Carpê, Gilmar Nascimento, these reports are not apocryphal, they, simply, are not signed because it is a practice of the intelligence area”, he said.

The councilman concluded by saying: “So, after the president of the Security Committee of the House, who is a police officer and has worked in the area, has this information on how public safety works, we are reassured to know that it was not a dossier, it was an official document that leaked”, Guedes pointed out.

One of the parliamentarians who spoke against the approval of the request was the councilman Rosinaldo Bual (PMN). He argued that the Legislative House did not need to waste time with this summons. “I see this with great sadness. This is regrettable, our politics, forgive me for saying so, is very dirty, very disgusting. The population trusted us all with the vote to be here to work for the city, for the state, and not to waste time with this kind of situation, at least this is how I see it”, said the councilman.

“In the councilmen’s understanding, the municipal legislative house is the appropriate forum to provide these clarifications. This does not mean any kind of value judgment. The House has adopted the posture of prudence, of caution. As a house of representation, we cannot consider having an accusatory or absolutist posture, but as councilors, we cannot fail to fulfill our institutional role. We need to supervise the Executive Branch, as well as to provide clarifications to the society”, defended councilman Peixoto (Pros).

The councilmen voted for the approval of the matter: Rodrigo Guedes (Republicans), Amon Mandel (Citizenship), Bessa (Solidarity), Caio André (PSC); Captain Carpê (Republicans); Diego Afonso (Union); Everton Assis (Union); Gilmar Nascimento (Union); Ivo Neto (Patriot); João Carlos (Republicans); Lissandro Breval (Avante); Márcio Tavares (Republicans); Peixoto (PROS); Raiff Matos (DC); Rosivaldo Cordovil (PSDB); Sassá da Construção (PT); Thaysa Lippy (PP); William Alemão (Citizenship) and Yomara Lins (PRTB).

Those who voted against the request for explanations were: Allan Campelo (PSC); Dr. Daniel (PSC);
Dr. Eduardo Assis (Avante); Eduardo Alfaia (PMN); Jander Lobato (PSB); Joelson Silva (Patriot);
Kennedy Marques (PMN); Marcel Alexandre (Avante); Marcelo Serafim (Avante); Mitoso (PTB);
Professor Samuel (PL); Rosinaldo Bual (PMN); Wallace Oliveira (PROS) and Wanderley Monteiro (Avante).

Illegal

In a statement last week, Mayor David Almeida and Deputy Mayor, Marcos Rotta (Progressive), said that the charges disclosed in the dossier are illegal and that they were victims of criminals. During his speech, David Almeida said he will take appropriate measures against the authors of the dossier, who leaked the document from the Public Ministry, and who published what he called fake news.

“A few days before the elections of the 2nd round, Marcos Rotta and I are being victims of a conversation of criminals, a dossier made by criminals and, criminally, leaked. It is a crime who made the dossier, who leaked it, who shared the information of the dossier, who published the information, who commented and offended the mayor and the vice mayor. We have more than 700 people who will be prosecuted. No more funny stuff. We will prosecute everyone. Breach of functional secrecy is a crime”, said the mayor.
