With budget greater than Brazilian cities, Court of Justice of the AM will pay bonuses R $ 20 thousand

MANAUS – The president of the Court of Justice of the State of Amazonas (TJAM), Flavio Pascarelli said on Tuesday, 6, that the Court will pay a bonus of R $ 20 thousand reais to servers in 2022. Consultation made by CENARIUM MAGAZINE found that the annual budget of the Amazon Judiciary is R $ 953 million. If compared with the total budget of four Amazonian cities, the value is 20 million less than the TJAM.

The municipality of Parintins, in Amazonas, had R$240 million to work in 2022.Vilhena, in Rondônia, had a budget of 365 million. Cruzeiro do Sul in Acre worked with R$216.4 million and São Sebastião da Boa Vista in Pará operated with R$107 million in 2022. Added together, they result in a little over R$928 million.

During the speech with the internal public present, the judge announced the value of the bonus: “We fixed the bonus. You already know the amount and there is no need to repeat it”, said the magistrate, which was questioned by a person: “There is…”. In what he replied: “The bonus will be 20 thousand reais”, declared under applause.

The amount is not illegal, but, given the economic reality of the population of municipalities throughout Brazil, sociologist Marcelo Seráfico says that the problem starts at the root. “I think this situation contains several problems,” he said. “The first and most immediate one concerns the way in which the public budget is structured and, specifically, the salary policy and the complementary benefits with which each category of public servants is remunerated”, he analysed.

Budgetary priorities

Still according to Marcelo Seráfico, the public policies that should act for the budget adjustments do not speak the same language in Brazil. “The second problem has to do with budget priorities, that is, with the way in which the public budget is distributed among the three powers of the republic, considering its federal, state and municipal instances – in this case, excluding the judiciary”, he detailed.

“I think it is fundamental that public service is provided with quality, by professionals with the proper qualifications, in adequate quantity and with decent remuneration. But it is unworthy, to say the least, that the allowance of some workers corresponds to more than five months’ work of others, as this exposes the unequal and, in some cases, the discriminatory way in which the various categories of public servants are treated”, Seráfico criticised.

Evident privilege

Marcelo made a comparison with the executive. “The budget of the Municipalities is composed differently from that of the Judiciary. Therefore, the debate needs to be broader and include the topic of allocation of revenues, taking into account the duty of the Public Power to ensure the access of citizens to rights and the priority goals of the elected governments. In a country as unequal as ours, the practice of granting allowances of such magnitude reveals a clear privilege”, he regretted.

The sociologist evaluates that attitudes like the one that presented the servers of TJAM, cause damage that goes far beyond the financial. “Therein lies the core problem: remuneration policies of this type maintain or deepen inequalities already existing in public service, and this has extremely negative repercussions on the very structure of the state, in addition to, arouse indignation in those who do not even have access to a salary sufficient to meet the costs of a life based on the minimum”, finalized.
