MANAUS – The federal lawmaker Marcelo Ramos (PSD) filed in the House of Representatives on the afternoon of Monday, 28, a Draft Legislative Decree (PDL) in order to suspend the effects of the presidential decree that reduces the IPI.
The PDL of the vice-president of the Legislative House, in its text, suspends Decree No. 10,979, of February 25, 2022, which alters the Table of Incidence of the Tax on Industrialized Products (Tipi), approved by Decree No. 8,950, of December 29, 2016.
To CENARIUM MAGAZINE, Ramos said that he presented the project, but that he considers it unlikely to be accepted by his peers in Brasilia.
“I presented this PDL arguing the unconstitutionality of decree, because for me it is clearly unconstitutional to exclude the comparative advantages of the Manaus Free Trade Zone that has a constitutional nature, according to what STF has already decided. But I am aware that it is very difficult to get this project through parliament because in this case it is almost the whole of Brazil against us,” he lamented.
Despite the possible denial, the deputy points out that he filed the project to make it clear that they will seek a negotiated solution. “A way out that preserves the decree, preserves the tax reduction for the rest of Brazil, but without hitting the Free Trade Zone to death”, he declared.
The lawmaker said he will wait for a meeting with Minister Paulo Guedes scheduled for the next 8th. “We hope that at this meeting an agreement is made that preserves the Free Trade Zone and if it is not done we will take legal action to try to overturn the decree,” said Marcelo.
The congressman reiterated that filed the PDL to make it clear that is willing to do anything to protect the interests of the people of the Amazon.
