Governor of Amazonas has 2021 accounts approved by the TCE; caveat to the limit of spending on staff

MANAUS – The bills of the governor of Amazonas, Wilson Lima (União Brasil), referring to the year 2021, They were unanimously approved by the Court of State Accounts (TCE-AM) on Tuesday, 6. The rapporteur was the counselor Yara Lins dos Santos, who gave a favorable vote, but with a reservation relating to the extrapolation of the limit of spending on staff, as well as non-compliance with the target nominal result.
The session was conducted by the president of the Court of Auditors, Councilor Érico Desterro, and was attended by councilors Josué Neto and Ari Moutinho, and the auditor Mário José de Moraes Costa Filho, who followed the vote of the rapporteur.
Last year, the state government had the budget of R$ 19 billion to manage the accounts, as the Annual Budget Law (LDO) approved by the Legislative Assembly of Amazonas (Aleam). According to the opinion of the Public Ministry of Accounts (MPC), consolidated personnel expenditure of the state last year was R$ 10,244,485,392.27, equivalent to 53.94% of net current revenue. The expenditure exceeded the prudential limit of 46,55%, staying at 46,61%.
As for the nominal result – difference between total revenues and expenses in the year – the goal was set by LDO, for 2021, in a negative value of R $ 170 million, but was in R $ 883 million. “Agreeing partially with the MPC, I vote so that the egregious TCE, the competence established, issue prior opinion recommending the Aleam to approve with reservations the provision of accounts 2021 Amazonas State government”, said the rapporteur councilor.
Despite the failure of the two items, Yara Lins highlighted that the Fiscal Budget and Social Security were implemented in line with the Multi-Year Plan and the Fiscal Responsibility Law, and that there was the fulfillment, as determined in the LDO, the applications of the resources allocated to the Fund for Maintenance and Development of Basic Education and Appreciation of Professionals Education (Fundeb), the maintenance and development of education, and the actions and public health services.
The counselor also recommended to Governor Wilson Lima to adopt the measures of Article 9 of the Law of Fiscal Responsibility, as well as be implemented the measures listed by MPC in the opinion, to give conformity to the items approved with reservations.
The Executive Power was notified by the Accounting Committee of the TCE-AM to submit justification and said that the nominal result is influenced primarily by the Selic rate and exchange rate. In addition, spoke about the influence of the National Wide Consumer Price Index (IPCA) in the values set in the LDO at the time, together with the temporal fact as well as the suspension of debt payment from 2021 to the year 2021, factors that influenced the non-payment of the target set by the LDO 2021.
“Thus the present item is highlighted and notes the need to recommend to the state government, so that verifying throughout the year a possible noncompliance with the nominal planned result, adopt the measures of Article 9 of the LRF“, said Yara Lins.
The state administration has, today, 69 organs between departments, municipalities, institutions, foundations, social services and mixed economy companies.
